从生产和消费的角度看,社会经济发展的最终目的是为了消费,即满足人民群众日益增长的物质文化生活需要。近年来,山东省在实现“转方式、调结构”方面,突出了扩大内需对经济增长的拉动作用。但是,投资与消费结构不协调的问题还比较突出。这里既有政府倾向于通过投资拉动经济增长的因素,也有居民边际消费倾向递减的因素。调整山东省投资与消费结构的财政政策选择:保持合理的财政收入增长率,协调收入在政府与私人部门之间的分配关系;改革政府绩效考核方式,降低GDP增长率指标在考核中所占权重;缩小城乡收入分配差距以提高边际消费倾向。
From the perspective of production and consumption, the ultimate goal of social and economic development is consumption, that is, to satisfy the people’s growing material and cultural needs. In recent years, Shandong Province has highlighted the stimulating effect of expanding domestic demand on economic growth in terms of realizing “transformation and restructuring”. However, the problem of uncoordinated investment and consumption structure is still outstanding. There are both the government’s preference for stimulating economic growth through investment and the declining factor for residents’ marginal propensity to consume. Adjusting the Choice of Fiscal Policy in Shandong Province for Investment and Consumption Structure: Maintaining a reasonable growth rate of fiscal revenue, coordinating the distribution of income among the government and the private sector; reforming the government performance appraisal method and reducing the weight of GDP growth indicator in the appraisal ; Reduce the gap between urban and rural income distribution to increase marginal propensity to consume.
