党中央、国务院在党的十六届六中全会上明确提出“十一五”期间切实推进社会主义新农村建设的目标要求,推进社会主义新农村建设必须确保广大农村有一个安定的社会环境,作为广大农民群众关心的村级财务理如村级集体收入、惠农资金发放使用、村级各项支出等理所当然地成为村民关心的一个比较敏感的话题。

To promote the building of a new socialist countryside, we must ensure that the vast rural areas have a stable society As the village-level finance that the majority of peasants care about, such as the collective income at the village level, the granting of funds for benefiting the peasants and the various expenditures at the village level have naturally become a more sensitive topic for the villagers’ concern.
