In response to the situation of the rapid increase in the number of motor vehicles in China in recent years, a major adjustment will be made to the vehicle management measures that have not been amended since the promulgation in 1960. These measures include: establishing a motor vehicle registration certificate system, starting a mortgage registration business, entrusting large state-owned enterprises with issuing license plates, and allowing temporary personnel and military personnel to handle license plates in their temporary residences.
