第一条(目的和依据)为加强对本市商品住宅物业管理服务收费的管理,规范收费行为,维护国家利益和物业管理单位、房屋所有人的合法权益,逐步完善社会化、专业化的物业管理市场机制,依据《中华人民共和国价格管理条例》和国家计划委员会、建设部关于《城市住宅小区物业管理服务收费暂行办法》及国家与本市的有关法律法规和规定,特制定本暂行办法。
