本文对陕西省安康贫困地区1978年至1991年10县市县及县以下农村卫生人才流失情况调查表明,共有1090名卫生人才流失,其中大学本科257名、大专143名、中专690名。流失的特点是农村向城市逆向流动,流入外地大中城市和出山进入关中平原的56.4%,这种状况日超严重。文章认为农村卫生人才流失的根本原因在于“穷”。因为穷,各项事业不发达,不可能在短期内为卫生技术人员创造很理想的工作和学习条件,提供必要的发挥自己才能和专长的舞台,因此就缺乏吸引力。因此,稳定贫困地区卫生人才的关键是制定出一套有别于发达地区的特殊政策,文章就此问题进行了讨论。
This paper investigates the loss of rural health talents from 10 counties, cities, counties, and counties in impoverished areas of Ankang, Shaanxi Province from 1978 to 1991. A total of 1,090 health personnel were lost, including 257 undergraduates, 143 undergraduates, and 690 undergraduates. The loss is characterized by the reverse flow of rural areas to cities, inflows to large and medium-sized cities in other cities, and to 56.4% of the Guanzhong Plains. This situation is extremely serious. The article believes that the root cause of the loss of rural health talent is “poor”. Because of the poorness and underdevelopment of various undertakings, it is impossible to create ideal work and study conditions for health technicians in the short term, and provide the necessary stage for exerting their talents and expertise. Therefore, it is not attractive. Therefore, the key to stabilizing health personnel in impoverished areas is to formulate a set of special policies that are different from those in developed regions. The article discusses this issue.
