光绪二十九年(1903),我国海关总税务司拟定条款,致函商部(主管商务及铁路、矿务等事),要求将铁路运送邮件事明文载入铁路章程,并提出初步意见,进行协商。同年10月14日,商部奏定的《铁路简明章程》(共24条),明确规定:“铁路邮政,相辅而行,凡承办铁路,应代寄中国邮政书信包件,所有详细章程,届时另订。”据此,于同年10月25日,正式颁布了《铁路代递邮政章程》,章程共8条,这是我国最早的“铁(路)邮(政)合同”,主要内容有:
