干部考核是干部人事管理工作的基础,每一项干部管理活动都离不开干部考核,而干部考核形成的材料又是干部档案的重要组成部分。它既是检验干部管理工作的手段,又是决策者提拔任免干部的重要依据。不仅能为搞好干部的奖惩、工资的晋升、培训管理工作提供可靠的依据,而且对调动广大工作人员的积极性、创造性,提高干部素质,加强廉政建设都具有很重要的作用。但在一般情况下,每当组织部门了解和考查干部时,很难从档案中全面了解到干部的德、能、勤、绩。其根本原因是以往的干部考核方法和内容尚有许多不尽人意之处,既没有发挥好考核的作用,又使干部档案内容贫乏,降低了干部档案的使用价值。主要表现在:考核有时流于形式,制度上无保证。没有在部门领
The assessment of cadres is the basis for cadre personnel management. Each cadre’s management activities are inseparable from the examination of cadres. The materials formed by cadres assessment are also an important part of cadre files. It is not only a means of testing cadre management, but also an important basis for decision-makers to promote appointment and removal of cadres. The fundamental reason is that there are still many unsatisfactory points in the past cadre assessment methods and contents, which fail to exert the function of good assessment and make the contents of the cadre files poor and reduce the value of the cadre files.
