硅谷从一个美国西部的农业地区 ,因为发展电脑及半导体而一举成为世界著名的高科技园区 ,并为世界各国所效仿。但是硅谷的形成和发展并不是靠单纯的政府规划出来的 ,而是由许多偶然和必然的因素综合所使 ,其他国家可以效仿它的技术和模式 ,却很难创造出与其完全相同的文化和社会背景。可见 ,第二个硅谷是很难出现 ,或者是不可能出现。我国在制定了科教兴国的基本战略之后 ,也一再出现了要把中关村建设成中国的硅谷的思潮。但同时也有许多人提出硅谷不是计划出来的 ,中关村不应该一味地靠政府计划来建设。段永基先生更是一语惊人 :中国只要有一个中关村就够了。在网络经济和电子商务时代到来之际 ,发展我国的高科技产业无疑是一项势在必行的选择。但是 ,我们应该如何更有效、更健康、更合理地建设我国的高科技园区 ?这是每一个关心国家和民族发展的人都在关注的事。为此 ,我们编发了两篇关于硅谷和我国高科技园区的文章 ,应该说这只是个引子 ,我们希望更多人能从硅谷的发展过程中总结出一些经验 ,使我国高科技园区建设少走弯路 ,早日结出正果

To this end, we compiled two articles on high-tech parks in Silicon Valley and China and should be said that this is only an introduction.
