为了广泛团结、凝聚广大青年美术家和美术工作者为发展和繁荣社会主义美术事业服务,为青年美术家和美术工作者交流业务、研讨学术搭建平台,文化部青年联合会成立了文化部青年联合会美术工作委员会。该会的成立仪式于2006年5月16日在香山杏林山庄隆重举行。出席成立大会的有:文化部党组成员、直属机关党委书记常克仁、文化部直属机关党委常务副书记王吉、中国艺术研究院院长、党委书记王义章、《美术》杂志主编王仲、中国美术家协会中国画艺委会秘书长孙克、文化部青年联合会执行主席景小勇、美术工作委员会主任张龙新、副主任丁杰、张桐瑀(兼秘书长)、杨涛、夏冰,副秘书长杨惠东、刘中、韩墨、李光无、袁学军、刘佳,以及来自全国各地的委员。成立仪式上,文化部青年联合会执行主席景小勇宣布美术工作委员会机构设置及委员名单。美术工作委员会主任张龙新提出了委员会未来几年的工作设想,并对即将启动的中国青年美术家“建设新农村”写生活动进行了详细说明。接着,文化部王吉副书记致词,对广大青年美术家提出了殷切的希望,鼓励青年画家画出无愧于时代的好作品来。美术工作委员会特邀顾问王文章也作了发
