社区矫正是我国司法实践中一种新兴事物,它蕴涵着人道文明的精神,体现着优越的价值内涵,被联合国预防与控制犯罪组织予以肯定和倡导,也是当今世界各国刑罚制度发展的趋势。由于社区矫正所体现的价值,正是创建和谐社会所要实现的价值目标,在推进社会主义法治建设的当代中国,探析社区矫正的地方法治建设价值,促进地方法治和社区矫正有机地结合具有重要的意义。
Community correction is an emerging thing in judicial practice in our country. It embodies the spirit of humane civilization, embodies superior value connotation, is affirmed and advocated by UN crime prevention and control organizations, and is also the trend of the development of the penalty system in various countries of the world today. Since the value embodied in community correction is exactly the value goal of building a harmonious society, in contemporary China, which promotes the construction of a socialist legal system, it is necessary to analyze the value of local law-based construction of community correction and promote the combination of local laws and community corrections significance.
