目的探讨危害分析与关键控制点(Hazard Analysis and Critical control point,HACCP)理论体系在食品卫生监督执法中的应用效果。方法选取邯郸县2013年4月~2015年4月食品卫生监督执法过程中相关资料,采用随机对照方法将其分为对照组和实验组,对照组(2013年4月~2014年4月)实施常规方法监督执法,实验组(2014年4月~2015年4月)在HACCP理论体系下监督执法,比较两组监督执法效果。结果实验组监督质量评分、服务质量评分、执法力度评分、执法效果评分均高于对照组,差异有统计学意义(t=15.55,12.31,14.39,11.82,P=0.01<0.05);实验组食品质量评分、食品合格率评分均高于对照组,差异有统计学意义(t=16.32,25.78,P=0.01<0.05)。结论在食品卫生监督执法中运用HACCP理论体系效果理想,能够提高服务质量,提高监督执法满意率,值得推广应用。
Objective To explore the application effect of HACCP theory system in food hygiene supervision and law enforcement. Methods The relevant data from the process of food hygiene supervision and law enforcement in Handan from April 2013 to April 2015 were selected and randomly divided into control group and experimental group, and control group (April 2013-April 2014) The routine method was to supervise law enforcement. The experimental group (April 2014-April 2015) supervised law enforcement under the HACCP theoretical system and compared the effectiveness of the two groups in monitoring and enforcing the law. Results The quality of supervision, quality of service score, law enforcement score and law enforcement effect score in experimental group were higher than those in control group (t = 15.55,12.31,14.39,11.82, P = 0.01 <0.05) Quality score and food pass rate were higher than the control group, the difference was statistically significant (t = 16.32,25.78, P = 0.01 <0.05). Conclusion The application of HACCP theory system in food hygiene supervision and law enforcement works well, which can improve service quality and improve the satisfaction rate of supervision and law enforcement, which is worth popularizing and applying.
