党的十六届六中全会通过的《中共中央关于构建社会主义和谐社会若干重大问题的决定》,对构建社会主义和谐社会进行了全面部署和安排。中共云南省第八次党代会和省十届人大五次会议确定了建设富裕民主文明开放和谐云南的宏伟目标。地税部门代表省政府管理全省地方税务工作,在建设富裕民主文明开放和谐云南的进程中负有义不容辞的责任。税收具有筹集财政收入、调节经济和调节分配的职能,是建设富裕民主文明开放和谐云南的重要力量。做好地方税收工作,促进全省经济社会又好又快发展,既是对地税部门的基本要求,又是建设富裕民主文明开放和谐云南的重要保障。
The “Decision of the CPC Central Committee and the Central Committee of the Communist Party of China on Several Major Issues in Building a Harmonious Socialist Society” passed at the 6th Plenary Session of the 16th CPC Central Committee has fully deployed and arranged the construction of a harmonious socialist society. The Eighth CPC National Congress of Yunnan Province and the Fifth Session of the Tenth National People’s Congress of Yunnan Province set the grand goal of building a wealthy, democratic, civilized, open and harmonious Yunnan. The local tax department, on behalf of the provincial government, manages the local taxation work in the province and shoulders an unparalleled responsibility in the process of building a wealthy and democratic, open and harmonious Yunnan. Tax revenue has the function of raising financial revenue, regulating economy and adjusting distribution, and is an important force for building a prosperous, democratic, open and harmonious Yunnan. To do a good job of local taxation and to promote sound and rapid economic and social development in the entire province is not only a basic requirement for the local taxation departments, but also an important guarantee for building a wealthy and democratic, open and harmonious Yunnan.
