十六大报告明确提出了新世纪头二十年全面建设小康社会的奋斗目标,并从经济、政治、文化等方面勾画了宏伟蓝图,这对凝聚人心,鼓舞斗志,加快推进我国的现代化建设,有着十分重要的意义。加快向小康目标的迈进步伐,就县级而言,如何发挥财政调控职能,更好地促进县域经济跨越式发展,是值得研究探讨的重要课题。
The 16th National Congress of the 16th CPC National Congress clearly set forth the goal of building an overall well-to-do society in the first two decades of the new century and outlined the grand blueprint in terms of economy, politics and culture. This will greatly inspire and encourage militarism and accelerate the modernization of our country. Has a very important meaning. As far as the county level is concerned, accelerating the pace of progress towards a well-off goal is an important topic that deserves to be studied in terms of how to give full play to the functions of financial regulation and control and to better promote the leap-forward development of the county economy.
