I. INTRODUCTION Elements such as Al, Be and C are commonly used as structural materials for reactors. Therefore, the neutron cross-section data of these elements in the thousand-electron volt-energy region is of great importance for the design of fast reactors. Since the 1960s, the resolution of the neutron spectrometer in time of flight has been greatly improved due to the significant increase of the intensity of the electron impulse neutron source, which has filled up many useful experimental data for the thousand-electron volt energy region. However, there are time-related background problems in the accelerator time-of-flight neutron spectrometer experiment, especially in the thousand-electron volt energy region.
