地方政府融资平台是改革开放以来,随着我国经济体制的转轨出现的一种较为特殊的融资现象,也是随着我国城镇化进程加快、投融资体制改革和政府职能的转变而逐渐发展的。它在促进地方经济平稳较快发展、推动城市化进程中发挥了巨大作用。但同时,地方政府融资平台在发展过程中,也出现了一系列问题,存在着各种风险,如果不加以控制和规范,有可能形成地方政府债务危机。本文通过对地方政府融资平台的融资现状进行分析,指出所存在的问题,提出规范地方政府融资平台发展的相关政策与建议。
Since the reform and opening up, the local government financing platform has emerged as a special kind of financing phenomenon during the transition of China’s economy. It has also gradually developed along with the accelerated process of urbanization, the reform of investment and financing system and the transformation of government functions. It plays a great role in promoting steady and rapid development of local economy and promoting urbanization. However, at the same time, the local government financing platform in the development process, there have been a series of problems, there are all kinds of risks, if not controlled and regulated, it is possible to form a local government debt crisis. This article analyzes the financing status of local government financing platform, points out the existing problems and puts forward some policies and suggestions to standardize the development of local government financing platform.
