《中共中央、国务院关于进一步加强农村卫生工作的决定》明确提出,各级政府要积极引导农民建立以大病统筹为主的新型农村合作医疗制度,到2010年在全国农村基本建立起新型农村合作医疗制度。这是党中央、国务院统筹城乡协调发展、提高农民健康水平的重大举措,对全面实现小康社会目标和社会主义新农村建设具有重要意义。
