《党章》对入党有一整套严格完善的规定,执行程序也比较规范明确。对退党虽也有一些制度规定,但在基层实际操作过程中伸缩性比较大,很难落实到位。造成不合格党员退出渠道不畅,既有客观原因也有主观原因。客观上,相关制度规定过于笼统,操作性不强,如党员不合格的表现五花八门,错综复杂,标准把握和认定难度大。主观上,部分党组织在处理对待不合格党员问题上原则性不强,怕得罪人,制度执行不到位,存在重评议轻处置现象。
The “Party Constitution” has a set of strict and perfect rules for joining the party, and the implementation procedures are also fairly standardized. Although there are also some rules and regulations on quitting the party, their scalability in the actual operation of grassroots units is relatively large and it is very hard to put them into practice. Resulting in poor exit channels for unqualified party members, both objective and subjective reasons.
