我省油料作物的生產情况,正如一九五三年十二月二十五日中央人民政府政務院發佈的‘關於增產油料作物的指示’中所指出的:在整個國民經濟的恢復和發展中,油料作物的恢復速度是較慢的。據統計:到一九五三年爲止,全省茶油年產量,尚不及戰前年產量的百分之五十;其他油料作物產量,也僅及戰前百分之七十二。由於油料作物生產上的這種落後狀况;由於人民生活的下斷提高而產生的食油消費量的日益增加;由於過去我們對擴種油料作物的工作重視不够,對油料收購價格和農村油榨事業的領導上存在着某些一偏差,因此,產生了食油產銷之間不平衡和生產趕不上需要的嚴重情况。特別是由於一九五三年的秋冬兩季雨水過多,妨礙油菜播種,再加部份地區領導上抓得不緊,以致油菜播種面積不但完不成計劃面積,據在新喻、高安、峽江、東鄉等縣重點調查,且較一九五二年減少百分之二十五,已播種的油菜又因苗期多雨生長不良。這一情况如不加以
