造就一批实力雄厚的大型企业和企业集团,以构筑我省经济旗舰,是促进国民经济快速成长,提高我省企业整体实力和国际竞争力的一项重大举措。为此,2002年省政府委确定了30户企业进行重点扶持培养。这30户企业按规模分:1户为特大型、15户为大型、12户为中型、小型2户。其行业分布:工业29户,建筑业1户。按控股情况分:国有及国有控股企业为23户,其中16户属国有绝对控股。完成公司化改造的25户,重组为集团的原国家512户企业1户,现代企业制度原国家百户试点企业1户。一、改制绩效分析建立现代企业制度是公有制与市场经济相结合的有效途径,是企业顺利进入市场并发展壮大的唯一选择。我省30户重点企业,作为企业的骨干和中坚,为适应市场经济发展的要求,都率先进行了改制,其主要表现是:
