加强工会干部能力建设是一项历史性课题。党的十六大报告向全党提出了“加强党的执政能力建设,提高党的领导水平和执政水平”的历史性课题。报告还提出,要在实践中掌握新知识,积累新经验,增长新本领,不断提高“五种能力”的要求,这既是对党建提出的要求,也是新时期我们工会建设面临的重大课题和要求。在全面建设小康社会的新的发展阶段,切实履行好维护职工合法权益的基本职责,是工会贯彻“三个代表”重要思想的根本要求,也是各级工会组织做好各项工作的出发点和落脚点。
