改革开放以来,我市对外承包工程与劳务合作(以下简称对外承包劳务)从无到有,发展较快,1988年对外签定合同85项,合同总额达1730万美元。但是,无论从本市还是从全国看,对外承包劳务的潜力都还远未充分挖掘出来。1988年我市与兄弟省市对外签定的合同总额相比,只居第九位,低于福建、上海、四川、广东、黑龙江、河北、辽宁和广西,大约是福建的1/10,上海的1/6。1988年全国对外承包劳务合同总值仅为当年贸易出口总值的5％
