随着行业的发展和改革的深化,政府秉承“退后一步、站高一步”的原则,从行业健康协调发展的角度、从保护消费者利益的角度,加强经济监管、服务行业和民众。每年出台的各种政策、法规都代表着政府对行业发展中面临的重大问题、难点、焦点的解决方案或者政策导向。2005年全行业和广大消费者所关注的政策焦点事件涉及产业转型、村通工程、资费管理、互联网规范、TD-SCDMA商用、VoIP/IPTV试点、三网融合、打破最后一公里垄断、“走出去”战略和完善市场退出机制等10个方面。因此,解读政策焦点事件有助于把握政策脉搏、了解行业走向,为企业经营决策、消费者维护权利等提供正确指引。
