深入化解社会矛盾是当前检察机关的三项重点工作。笔者分别从信访人的基本情况、信访诉求、执法状况等几个方面对近年来的涉法涉诉信访案件进行实证分析,从而对执法办案和信访工作中存在的突出问题进行反思,总结信访积案化解的有益经验,并尝试就如何提高执法水平、加强和改进涉法涉诉信访工作作了一些探索和思考。
