我省是林业大省,森林资源丰富,有林地面积和木材产量均居全国第一位,是国家重点林区之一,生态地位十分重要,林区经济在全省国民经济中占有重要份额。加快建设林业强省,不仅是加强生态省建设,把黑龙江省建成东北、华北生态屏障的战略性举措,也是调整产业结构,实现林业产业现代化,拉动全省经济增长的重要途径。为了深入贯彻落实《中共中央、国务院关于加快林业发展的决定》(中发[2003]9号)、《中共中央、国务院关于实施东北地区等老工业基地振兴战略的若干意见》(中发[2003]11号)和《黑龙江省全面建设小康社会纲要》,加快林业改革与发展,实现由林业大省向林业强省的跨越,特作如下决定:
Our province is a major forestry province with rich forest resources. It has the highest forest area and wood output in the country. It is one of the key national forest areas and its ecological status is very important. The forest economy occupies a significant share of the national economy in the province. Speeding up the construction of a strong province of forestry is not only a strategic move to strengthen the building of an ecological province and build an ecological barrier in Northeast and North China, but also an important way to adjust industrial structure, modernize the forestry industry and boost the province’s economic growth. In order to thoroughly implement the “Decision of the CPC Central Committee and the State Council on Accelerating Forestry Development” (Zhongfa [2003] No. 9), “Several Opinions of the Central Committee of the Communist Party of China and the State Council on Implementing the Revitalization Strategy of the Old Industrial Bases in Northeast China” (Zhong Fa [2003] ] No. 11) and “Outline of Building a Well-off Society in an All-round Way in Heilongjiang Province”, speeding up the reform and development of the forestry industry and realizing the leap from a major forestry province to a strong province of forestry. The special decision as follows:
