我区有17处万亩以上灌区,有效灌溉面积10.3万hm~2,占全区水浇地面积的25％。随着农村改革的深入发展和各项水利法规的颁布实施,灌区建设与管理工作不断加强,在确保我区农业生产攀登新台阶中发挥了重要作用,取得了显著成绩。但还存在以下问题。 1.1管理单位经济困难,工程老化失修,灌溉效益趋于下降据1991年统计,16个万亩以上灌区(不包括辛集市石津灌渠),有5个经费入不敷出,7个收支大体持平。一些灌区仍摆脱不了“工程投资靠国家,没水放了就放假”
