1990年6月23日,国家科委、中国科学院、国家教委、新闻出版署发布《关于使用全国自然科学名词审定委员会公布的科技名词的通知》。《通知》中指出:“科技名词的审定和统一工作是一个国家发展科学技术所必需的基础条件之一,也是一个国家科学技术发展的重要标志。随着我国经济建设的发展和对外开放,国内外科学技术交流日趋频繁,尽快实现科学技术名词的标准化、规范化,是我国科学技术现代化建设中的一项紧迫任务。”
