行政权力与其他权力一样,天然具有扩张性,在运行中一旦偏离设置权力的本来目的,就会出现权力滥用、权力腐败等不良现象,导致政府职能不能履行、行政效率低下、不能充分发挥市场机制作用等后果。因此,政府治理必须法制化、规范化,而这其中的关键就是要对政府的行政权力加以约束。推行权力清单制度的决定,是加强权力运行体系建设的一个重大举措。充分了解权力清单制度的意义、作用,并结合实际去运用和不断完善,是加强政府法制化治理的重要内容。
