海洋是生命的摇篮、资源的宝库、交通的命脉,是世界各民族繁衍生息、持续发展的重要源泉,也是强权政治和霸权主义垂涎的战略要地。海洋水域管理权、海洋资源归辖权、海峡通道控制权,成为国际斗争的重要内容。面向海洋,向海洋进军,已成为中华民族21世纪能否复兴、富强的战略问题。濒临海洋又会经略海洋的民族,才可能是繁荣富强的民族。
The ocean is the cradle of life, the treasure house of resources and the lifeblood of traffic. It is an important source of the multiplication, development and sustainable development of all ethnic groups in the world. It is also a strategic place coveted by power politics and hegemonism. The management of marine waters, the jurisdiction over marine resources and the control over the channel of the Straits have become an important part of the international struggle. Facing the sea and marching to the sea has become a strategic issue that the Chinese nation can rejuvenate and flourish in the 21st century. A nation that is on the verge of a sea and a little ocean may be a prosperous and strong nation.
