根据《国务院关于建立城镇职工基本医疗保险制度的决定》(国发[1998]44号)精神,结合目前我国公务员医疗保障的实际情况,在实施城镇职工基本医疗保险的基础上,对国家公务员实行医疗补助。现就有关问题提出如下意见:一、医疗补助的原则。补助水平要与当地经济发展水平和财政负担能力相适应,保证国家公务员原有医疗待遇水平不降低,并随经济发展有所提高。二、医疗补助的范围。符合《国家公务员暂行条例》和《国家公务员制度实施方案》规定的国家行政机关工作人员和退休人员;经人事部或省、自治区、直辖市人民政府批准列入依照国家公务员制度管理的事业单位的工作人
