随着人类社会的不断发展,工业化进程的不断加快,城市化程度不断提高,温室气体排放不断增加等等,人类的生产生活活动在一定程度上破坏了地球生态环境的自身变化规律,人类在破坏环境的同时,也承受着巨大的环境压力。进入新世纪,要构建社会主义和谐社会,必须保护生态和环境,必须建立能促进人与自然和谐发展的环境法律制度,其中建立健全环境公益诉讼制度,是不可忽视的重要方面。本文针对如今社会上存在的一些环境问题,以及在公益诉求中遇到的诸多难点,从构建和谐社会必须以生态环境可持续发展为前提的角度,提出如何在构建和谐社会的过程中实践环境公益诉讼。

This article aims at some existing environmental problems in the society and many difficulties encountered in the public interest demands. From the perspective of the sustainable development of the ecological environment, we must put forward how to practice environmental public benefit in the process of building a harmonious society litigation.
