党的十四大明确提出:我国经济体制改革的目标是建立社会主义市场经济体制,以利于进一步解放和发展生产力。水利和水电都是国民经济的基础产业,在社会主义现代化建设中具有重要的战略地位。在水利水电事业中起着十分重要作用的勘测设计单位,应该怎样围绕社会主义市场经济体制的建立,加快改革步伐?本文在分析水利水电勘测设计单位现状的基础上,探讨今后改革的方向。
The 14th National Congress of the CPC made it clear that the goal of China’s economic restructuring is to establish a socialist market economic system so as to facilitate the further liberation and development of productive forces. Water conservancy and hydropower are both basic industries of the national economy and have an important strategic position in the socialist modernization drive. How to speed up the pace of reform around the establishment of a socialist market economic system based on the investigation and design units that play a very important role in the water conservancy and hydropower industry? This paper analyzes the current situation of water conservancy and hydropower survey and design institutes and explores the direction of future reforms.
