目前,卫生部正在抓紧制定《城乡医院对口支援管理办法》,探索建立城乡医院对口支援工作的基本制度:一是要建立医务人员定期到基层工作制度,组织城市公立医院与农村医疗机构结成帮扶对子,选派适合农村医疗服务需要的城市医师定期到农村进行对口支援。二是要推广医疗卫生适宜技术,根据县医院和乡镇卫生院的功能定位、服务内容,积极推广医疗卫生适宜技术。三是要建立农村卫生人才培养制度,要求各地有计划地在现有基层医务人员中选拔年轻技术骨干,到城市医院进行为期半年
