1953年10月9—11日,由东北行政委员会农业局和中国科学院东北分院联合召开了东北土壤工作会议,出席会议的有东北各省农林厅、国营农场、农业试验场的土壤工作者和应邀参加的东北水利局、林业局、东北农学院等部门代表共30余人。从1950年起,在东北晨林部领导下,由中国科学院士壤研究室、东北农业科学研究所等单位组成了东北土壤调查团,与东北区的土壤工作者共同对东北土壤分布和利用情况作了普查,为此后土壤工作开辟了道路;
