总结了《机电工程》杂志审稿中存在的一些问题,包括:部分审稿人审稿热情不高、责任心不强、审稿不及时,审稿意见简单、模糊、意见空洞;还有些审稿意见虽有学术评价,却无具体修改内容,缺乏参考价值;审稿意见不能突出重点,针对性不强等等。以上问题曾经使杂志社处于无法主要依据审稿专家的意见来判定稿件取舍的尴尬境地。针对上述问题,本刊分析并提出了有针对性的系列措施,主要包括:重视量化审稿和规范稿件评估;建立动态的审稿人数据库,对审稿质量、审稿快慢等情况进行定量评价、档案登记;不断扩大审稿人队伍;适当提高审稿费,加大刊物宣传力度,让审稿人乐于审稿;通过各种方式调动审稿人的积极性等。实践证明,这些措施对提高本刊的审稿质量起到了明显的促进作用。
Summarizes some problems existing in the reviewer’s draft of Mechanical and Electrical Engineering, including: some reviewers lack of enthusiasm for reviewers, not strong sense of responsibility, not timely reviewers, simple reviewers’ comments, vague opinions and empty opinions; Although there is academic evaluation of manuscript comments, but no specific changes to the content, the lack of reference value; review opinions can not be focused, targeted and so on. The above problems have led magazines to decide where the manuscripts are rejected based mainly on the opinions of reviewers. In response to the above problems, this paper analyzes and puts forward a series of targeted measures, including: emphasis on quantitative review of manuscripts and standardized manuscript evaluation; the establishment of a dynamic reviewer database, the quality of manuscripts, review the speed of quantitative evaluation , File registration; continue to expand the reviewer team; improve the manuscript fee, increase publication propaganda efforts, so that referees are willing to review draft; referees through various means to mobilize the enthusiasm. Practice has proved that these measures to improve the quality of our reviewers played a significant role in promoting.
