Malaysia consists of the states of Sabah and Sarawak in Western Malaysia (West Malaysia) and East Malaysia (East Malaysia). The development plan of the West Malaysia started in 1950, and the first national development plan after the establishment of the Malaysian Federation in 1963 was announced in 1966. Are both East Malaysia well integrated into all five-year plans in Malaysia? Are these two states considered as cumbersome because of their economic, political and social context and merely included in the plan as an unplanned addition?
