目的了解吉林省社区组织参与艾滋病防治工作现状和需求,为制定支持社会组织参与艾滋病防治策略提供依据。方法对参与吉林省艾滋病防治工作的社区组织人员进行问卷调查和现场访谈,收集相关信息。结果全省22个社区组织均未在民政部门注册,能力参差不齐,2011-2013年间98.4%工作经费来自国际合作项目,影响社区组织发展的主要因素是经费支持、人力资源、社会支持环境。结论社区组织需要加强自身能力建设和自我管理,建议政府加大对社区组织的经费投入,为社区组织提供支持环境,科学引导,使其可持续发展,在艾滋病防治工作中发挥积极作用。
Objective To understand the status quo and needs of community organizations participating in AIDS prevention and control in Jilin Province and provide basis for formulating strategies to support the participation of social organizations in AIDS prevention and control. Methods A questionnaire survey and field interviews were conducted with community organizations involved in HIV / AIDS prevention and treatment in Jilin Province to collect relevant information. Results All the 22 community organizations in the province were not registered in the civil affairs department with varying capacities. From 1998 to 2013, 98.4% of the work was funded by international cooperation projects. The main factors affecting the development of community organizations were financial support, human resources and social support environment. Conclusion Community organizations need to strengthen their own capacity-building and self-management. It is suggested that the government should increase funding for community organizations, provide supporting environment for community organizations, guide sciences and make them sustainable development, and play an active role in AIDS prevention and control.
