1. Full decentralization. All enterprises are granted foreign trade rights; the border regions and states of the Far East Economic Zone have the right to arrange export of 30% of their resources; timber, coal, and industrial products do not need to go to Moscow to handle export licenses, and state agencies have the right to handle them. 2.
