“返关”对钢铁工业的影响有利的方面主要是:有利于推进全行业改革的深化,特别是对于全行业解放思想、转变观念、转换企业经营机制,把企业推向市场是个很大的促进;有利于促进我国钢铁产品进入国际市场,扩大产品出口,提高创汇能力,推动钢铁工业的发展;有利于充分利用国外资源、资金和技术,缓解钢铁工业内部生产结构不平衡的矛盾,充分发挥现有生产能力,提高技术装备水平;有利于钢铁产品品种的改善和质量的提高;有利于钢铁企业组织结构的调整,发展规模经济;有利于促进经营管理水平和人员素质的提高。“返关”后会使我国钢铁工业面临不少新的挑战:
