一、信息资源与国民经济的信息化 “信息”一词在我国古籍中出现很早,南唐诗人李中的《暮春怀故人》诗就有“梦断美人沉信息,目穿长路倚楼台”。《碧云集》其义与消息,音讯(或报道、通知)等相当。而在西文文献中,信息与情报同源于Information。而资源一词的最一般意义,是指自然界及人类社会中一切有用的资财。资源是人类赖以生存的基础。从某种意义上讲,人类开发和利用资源的水平决定了人类社会经济发展的水平。从资源经济学的角度看,人类拥有的资源可分为四
