纵观国际上部分市场经济国家的国有资产管理体制,由于执政党的更替和不同时期该国执政党对国有经济的不同政策,这些国家的国有资产管理体制始终处在不断的变化之中。从这些不断变化的国有资产管理体制中,在政府层次大体上可以区分为三种类型:一种是在政府机构中设置部级的专职国有资产管理部门;另一种是由政府的社会经济管理部门兼管,并在这些部门中设置专门的国有资产(国有企业)管理机构;再一种是在政府机构中设置高层的非常设机构与有关主管部门专司国有产权管理职能的司(处)
Looking at the state-owned assets management system in some market-oriented countries in the world, the state-owned assets management system of these countries is constantly undergoing constant changes due to the change of the ruling party and the different policies adopted by the ruling party over the state-owned economy in different periods.
