At the recent annual meeting of the World Economic Forum in Davos, I participated in a panel of defense leaders to discuss the future of the military. What we are discussing is a crucial question: What kind of war should the armed forces prepare to fight? The answer to this question is that the performance records of the governments of various countries are a mess.
