十五届四中全会作出决定以后,各地政府都在贯彻《决定》。中国企业家联合会也在配合做一些推进工作,更好地学习贯彻《决定》精神。我们召开这次座谈会,也是想推动企业更好地学习贯彻全会的决定。我讲四点意见,以供大家参考。 第一,对当前形势的认识。江泽民总书记在全会结束的时候,讲到对国有企业的改革和发展所做的决定是一项重要而又紧迫的任务。十五届四中全会的决定从改革开放的全局出发全面分析了国际国内的形势。同志们都学过十五大的精神,对跨世纪的宏伟目标提了两个方面的任务,一项是我们2010年以前要建立比较完善的社会主义市场经济体制。另一个就是要保持我们国民经济持续快速健
