One year of public funds to eat and drink to swallow a Three Gorges Project From 1986 to 2005, China’s annual per capita burden of administrative expenses rose to 498 yuan from 20.5 yuan, an increase of 23 times, while the per capita GDP increased 14.6 times over the same period.
