党的十六届六中全会通过的《中共中央关于构建社会主义和谐社会若干重大问题的决定》明确指出:“建设和谐文化,是构建社会主义和谐社会的重要任务。社会主义核心价值体系是建设和谐文化的根本。必须坚持马克思主义在意识形态领域的指导地位,牢牢把握社会主义先进文化的前进方向,弘扬民族优秀文化传统,借鉴人类有益文明成果,倡导和谐理念,培育和谐精神,进一步形成全社会共同的理想信念和道德规范,打牢全党全国各族人民团结奋斗的思想道德基础。”
