“随风跑”,是时下经济领域一种流行病。笔者最近到一个乡调查时耳闻:该乡农民有种油茶的历史,只要抓好低产油茶改造,发展油茶是有利可图的。遗憾的是,在前些年风靡一时的“蚕桑热”中,乡里却号召大种蚕桑,并制订了一些优惠政策,农民们纷纷响应。然而,由于起步晚,技术起点低,产量上不去,质量提不高,不仅没赚到钱,有的反而亏了一大笔钱。“随风跑”的做法往往害多利少。首先,它冲击了正常的经济秩序,使产、供、销脱节失衡;其次,它导致了生产经营大起大落,由一哄而上变为一哄而
