土默特右旗地处土默川平原,素有“塞外粮仓”之称。前几年,由于全旗林木很少,再加上群众生活水平逐步提高,要盖房、打家具的人很多,所以木材供需矛盾比较尖锐,滥砍盗伐林木的事件不断发生。一九八○年,全旗造林二万亩,而被盗伐的成林就有四千亩,虽然采取了法制手段加以制止,但仍然不能解决问题。针对这种情况,土右旗林业局在—九八二年四月成立了林工商公司,开展了木材及林产品的综合经营。这样,不仅缓和了木材供需矛盾,保护了林木,促进了林业发展,而且活跃了市场,增加了收入,解决了林业系统知青待业等问题。土右旗林工商公司经销的木材大部分销售给农村、牧区,少部分供应给城
