为了促使外国加速开放其电信市场,也为美国公司较容易和更平等地进入外国电信市场铺平道路,美国联邦通信委员会(FCC)通过了管理美国电信业的外资的新法规。 据该委员会官员称,新法规主要是针对欧洲、亚洲和其他发展中国家,那里的电信市场仍为地方政府所控制,实际上不许外商参与竞争。FCC官员估计,当前约91%的外国市场是对国际电信竞争“关闭”的,只开放了2%的市场。FCC委员Reed Hundt在该委员会的一次公众集会上说:“我们所正要作的是,以有利可图的美国电信市场作诱饵,影响外国市场的开放”。
In order to prompt foreign countries to speed up their liberalization of the telecommunications market, they also paved the way for U.S. companies to enter the foreign telecommunications market more easily and more equitably. The Federal Communications Commission passed new regulations governing foreign investment in the U.S. telecommunications industry. According to the commission officials, the new regulations are mainly aimed at Europe, Asia and other developing countries, where the telecommunications market is still under the control of local governments and in practice foreign investors are not allowed to compete. FCC officials estimate that at present about 91% of foreign markets are “closed” to international telecommunications and only 2% open to markets. FCC commissioner Reed Hundt said at a public meeting of the committee: “What we are trying to do is to use the lucrative U.S. telecommunications market as a bait to influence the opening of foreign markets.”
