该论文介绍了荷兰语传播的历史与现状、荷兰推广荷兰语的主要机构及这些机构在拉美的布点,并着重分析了荷兰在苏里南的荷兰语主要传播机构——荷兰语联盟是如何通过制定有利的语言政策、财政大力拨款等方式支持苏里南及拉美国家荷兰语言文化推广活动。通过成立一系列多元化语言、文化交流平台增进荷兰、比利时和苏里南3个国家内部的交流联系。此外,前往荷兰进修的一批苏里南学者学成回国后,也通过各种渠道将他们在荷兰的经历和见闻传播开来。荷兰对苏里南语言政策规划对目前推广双语教学的中国也有很大的启示。
The paper presents the history and current status of Dutch communication, the main institutions promoting Dutch in the Netherlands and their deployment in Latin America, and focuses on how the Netherlands, the Dutch-speaking Dutch organization in Suriname, Language policy, vigorously allocate funds and other means to support Surinamese and Latin American countries Dutch language and cultural promotion activities. Through the establishment of a series of diversified language and cultural exchange platforms, the exchanges and contacts within the three countries of the Netherlands, Belgium and Suriname will be promoted. In addition, a group of Surinamese scholars who went to study in the Netherlands learned to return to their home countries through various channels to disseminate their experience and knowledge in the Netherlands. The Dutch policy of Suriname’s language policy also gives a great inspiration to the current promotion of bilingual education in China.
