温政发〔2013〕38号各县(市、区)人民政府,市政府直属各单位:为了严格行政规范性文件管理,确保行政行为合法有效、公开透明,根据《浙江省人民政府关于推行行政规范性文件“三统一”制度的意见》(浙政发〔2012〕100号)和《浙江省人民政府法制办公室关于印发<浙江省行政规范性文件统一编号规定>及<浙江省行政规范性文件管理文书参考格式>的通知》(浙府法发〔2012〕58号)精神,我市将全面推行行政规范性文件统一登记、统一编号、统一发布制度
