进入21世纪以来,以中非合作论坛为抓手的中非机制性合作经历了从无到有、逐步发展的十年高速发展时期,并取得了显著的阶段性成功。值此第二个十年的开局之年,经济全球化、政治多极化和信息社会化正在成为当代国际关系的主要特征,环顾全球,和平、发展、合作的时代潮流没有变,但世界和平与发展面临诸多挑战。作为中非合作新增长点的智库合作负有特殊的历史使命,需要在战略思维、政策规划、理论创新和机制建设等方面做出具有时代特点的贡献,以此提升中非合作的自觉性、科学性和有效性。
